MAS Lawyers was established through the strategic merger of two renowned legal entities in Oman, Al-Marzouqi & Sulaiman Al-Marjabi Law and Legal Consultancy and Al-Qalhati & Al-Masroori Law and Legal Consultancy, each led by distinguished partners with decades of combined experience. This union was born from a shared commitment to elevate legal practice through integrity, precision and global-minded counsel. We strive to bring together a large number of creative and professional lawyers capable of covering all courts across the Sultanate. 

Our leadership team of four partners includes a former judge, prosecutors, certified arbitrators and legal educators. Together, we bring over 80 years of combined experience across litigation, arbitration, judicial enforcement, corporate advisory, legal training and institutional representation. This distinguished team blends deep local insight with international exposure, ensuring our clients benefit from both cultural fluency and world-class legal standards.

Our broader team includes accomplished lawyers, editors and legal professionals with vast experience in handling complex cases, drafting high-stakes documents advising institutions on regulatory and commercial matters. Our legal team is supported by a strong admin team whose precision, discretion and strategic oversight ensure that every engagement is executed with efficiency, transparency and care.

Our firm is organized into four core departments and each headed by one of our four partners, ensuring strategic oversight, accountability and excellence across every function. 

First: Corporate Department Headed by Managing Partner Sulaiman Mohammed Al-Marjabi, who brings over 23 years of experience in the legal field. He previously served as a Financial Investigator, Assistant Public Prosecutor, and Director General at the Public Prosecution. He was also an expert with the United Nations Office on Drugs and Organized Crime. He is supported by his passionate team.

Second: Labor, Administrative, and Enforcement Department Led by Founding Partner Ahmed Salim Al-Masroori, former Assistant Public Prosecutor and member of the Judicial Inspection Administration. He specializes in labor cases, having previously served as Director of the Labor Cases Department at the Public Prosecution. He is backed by a distinguished team.

Third: Civil, Commercial and Sharia Cases Department Headed by Founding Partner Dr. Saeed Salim Al-Qalhati, former judge in civil, commercial and Sharia circuits. He is accompanied by his dedicated team.

Fourth: Criminal Cases Department, This department is headed by Founding Partner Mohammed bin Ali Al-Marzouqi, who previously held the position of Assistant Public Prosecutor and Director General at the Public Prosecution, and served as its official spokesperson. He was also a professor of criminal pleadings at the Higher Judicial Institute and a certified trainer in various legal disciplines. In recognition of his distinguished service, he was appointed as a member of the Omani Human Rights Committee and is currently a member of the Oman Center for Commercial Arbitration. With over 21 years of experience, he is supported by a specialized team.
